The Final Regulations as they specifically address Students with Limited English Proficiency and Parents Whose Native Language is Other Than English. The focus of this document is to concentrate attention on the regulations directed to students with limited English proficiency and parents whose native language is other than English. Although this document’s value is its focus on a particular group of students and their parents, that is also its limitation. The complete Final Regulations should be read and studied as they contain essential information on many other topics, as well as put the information in this document in perspective.
