China, 101300 Email: cxjprivacy@   Abstract: It is the only way for construction of environment-friendly and resource-saving society that economic and technological development zones, high-tech industrial parks establish recycling-based economic model of special symbiotic cluster networks for manufacturers through the ecological transformation. The process of positive external effects can make eco-industrial parks’ manufacturers get a certain amount of additional revenue, which in fact can be understood as receipts from governments’ payments on environmental goods and services or decrease of pollution; and this additional revenue to eco-industrial parks will promote its manufacturers’ competitive advantages in contrast with other manufacturers. The positive external effect is the main feature of technical and economic evaluation of eco-industrial parks project, and it is necessary for government to quantitative estimate the ecological positive external effect of eco-industrial and make it internalization.
