Purpose The purpose of this paper is to consult and solicit the views of the relevant professional associations, institutes, and Government Departments on the proposed principles on allocation of building numbers and guidelines for displaying building numbers, street names, shop designations and signages. The views are collected for establishing comprehensive practice notes to regularize the building numbering activities in Hong Kong for the convenience of tourists, visiting public, postal delivery and emergency services. 2. Background 2.1 Under Section 32(2) of the Buildings Ordinance (Chapter 123), the Commissioner of Rating and Valuation (CRV) is authorized to allocate building numbers and enforce the display of building numbers.
