摘　　要 首都城市是一个国家的核心城市之一，对于国家的政治、文化、社会乃至经济发展都起着非常重要的作用。北京近年来面临着越发严重的交通拥堵、环境污染、生态退化、公共服务不足、治安维稳艰巨等突出问题，已经出现了“大城市病”。为解决这些问题，近几年提出了一个很重要的解决途径“京津冀一体化”。然而，在这个世所罕见的“一个首都、两个直辖市、三个行政区”中推行一体化改革，并非易事。而且此次在国家层面的助推下，三地的“合体梦”能否成真，引发期待。北京城市功能繁多，战略定位不科学，必须从疏解首都非核心功能入手，加快治理城市病，在城市科学发展中实现逆城市化和再城市化两项任务。而“京津冀一体化”的过程中首都的非核心职能的转移也是其中重要的一环。因此北京之所以人口、资源、环境矛盾尖锐，城市病严重，源于计划经济体制下形成，改革开放以来不断加强的公共资源和城市功能过于集中。所以说，研究首都非核心职能转移过程中出现的问题及对策分析 关键词：首都 非核心职能 转移 分析 Transferring the capital non-core, problems and countermeasures in the process of analysis Abstract The capital city is one of the core city of a country, the countrys political, cultural, social and economic development, plays a very important role.
