摘 要 我国是世界上农业灾害频发、受灾损失严重的国家之一。在现代农业环境中，农业保险是提高我国农业抗风险能力的重要途径。随着我国日益重视“三农”问题，农业保险已成为我国建设社会主义新农村和发展现代农业的重点。本文首先阐述农业保险的理论基础，介绍了几种国外农业保险发展模式，回顾我国农业保险50多年的发展历程，讨论我国农业保险现阶段发展的困境并分析其原因，在比较不同发展模式的基础上，提出适合我国国情的农业保险发展模式，即“三位一体”综合发展模式。文章最后提出相应的政策建议。 关键词：农业保险，发展模式，三位一体 Abstract China is a country that suffering from many agricultural disasters in the world， the loss caused by the agricultural disasters is quite tremendous every year. The agricultural insurance is an important way to enhance the resistance to the risks for the modern agriculture .Along with our government focus the business on the question of “agriculture， country and farmer” step by step. The agricultural insurance has to be the emphasis that our country build socialist new country and develop modern agriculture. This paper explains the theory foundation of the agricultural insurance and introduces some agricultural insurance modes in the other country. Reviewing the development of our country’s agricultural insurance in the past 50 years. Discussing the difficulties our country’s agricultural insurance faces at present and the reasons lead to it. Then point out the best development mode suitable to our country on the choosing foundation of agricultural insurance modes, which is “three-in-one” mode. At last, the paper will give some suggestions about the policy of agricultural insurance in our country.
