State can only use tax dollars in-state Many foundations, grants, donations can not go to state or federal organizations, must be 501(c)3 State monies go up and down to match budget, not stable enough for a sustainable program State and Federal organizations can provide funds directly to a 501(c)3 organization A mix of grants, foundation, private, company, membership support is the best way to sustain an organization.
