哈尔滨工程大学本科生毕业论文 黑龙江省高新技术产业集群发展现状与对策研究 院（系）：经济管理学院 专 业：经济学 学 号学生姓名：指导教师： 讲师 2007年6月 摘 要 在全球经济飞速发展的时代背景下，发展高新技术产业可以实现社会生产力的跨越式发展，而高新技术产业的集群化发展更能有效地增强一个国家或地区的竞争优势，对于提升和改造传统产业、发展区域经济和促进社会进步、提高国家和地区综合竞争力都具有非常重要的作用。基于此，本文以黑龙江省为研究对象，对黑龙江省高新技术产业集群的发展状况及应采取的对策进行了研究。 论文首先对高新技术、产业集群及高新技术产业集群进行了比较系统的相关理论介绍；然后分析了国内外发达地区高新技术产业集群的发展状况并总结其成功经验，从中得到发展高新技术产业集群的启示；在此基础上，对黑龙江省高新技术产业集群的发展现状进行研究，在肯定其取得一定成绩的同时也指出了发展过程中存在的一系列亟待解决的问题；最后，针对这些问题，论文提出了发展黑龙江省高新技术产业集群的政策建议。 关键词：黑龙江省；高新技术；产业集群；现状；对策 ABSTRACT Under the background that global economy develops at a full speed, develop high-tech industry can realize social great-leap-forward development of productivity, and cluster of high-tech industry take development can strengthen competitive advantage of one country or area effectively, for the upgrading and transformation of traditional industries, developing the regional economy and promoting social progress, improving national and regional competitiveness will play a very important role. Based on this, this article takes Heilongjiang Province as the object of study, carries on research to the state of development and countermeasure that should be adopted of the cluster of high-tech industry of Heilongjiang Province. The paper introduced the systematic relevant theories to high technology, industrys cluster and cluster of high-tech industry at first; Then analyzed the state of development of high-tech industry of cluster in domestic and international developed area and summarized their successful experience, obtained the enlightenment of developing high-tech industry cluster; On this basis, carries on research to the current situation of the development of cluster of high-tech industry of Heilongjiang Province, and points out a series of problems to be solved urgently that existed in the evolution while affirming it has made certain achievements; Finally, in view of these questions, the paper proposed the policy suggestion of developing clust
