浅谈农民工社会保障制度——以山东省菏泽市为例 劳动与社会保障专业 祝汉民 指导老师 宋述贤 摘要：在城市化进程中，农民工作为一支不容忽视的力量已逐步形成为一个新兴阶层，其社会保障权益也同样受到社会各方面的广泛关注。农民工的社会保障的权益正视不足和关注不够,导致农民工的社会保障存在着各种方面的问题.农民工社会保障的问题,归根结底是在新形势下重新调整国家、企业和农民工个人三者之间利益关系的重大问题，也是我国社会经济发展过程中必须面对的问题，应及早加以研究解决。加强和完善农民工社会保障制度重大.社会及政府应该把这当成一项重要的工作加以研究,以期更加完善。本文就山东省菏泽市农民工社会保障的问题从不同方面进行了阐述。 关键词： 山东菏泽 农民工 社会保障 原因 解决措施 Introduction to migrant workers social security system in heze city of shandong province as an example Student majoring in labor and social security HanMin Zhu Tutor Shuxian Song Abstract: in the process of urbanization, migrant workers as a nots allow to ignore to force has evolved as a new class, the social security rights and interests under the same wide attention from all sectors of society. Migrant workers social security problems, is ultimately in the new situation to adjust the state, enterprises and migrant workers personal interest relations among the major issues, is also in the process of social and economic development in China must face the problem, should be studied as early as possible to solve. To strengthen and improve the rural migrant workers social security system is significant. Society and the government should take this as an important work to study, in order to be more perfect. Key words: Heze city of shandong province Migrant workers The social security Reason The measures 引言 本次研究采取问卷调查、座谈会和个别访谈以及查阅资料等方式进行。笔者对牡丹区的农民工进行了问卷调查。牡丹区农村进城务工人员问卷调查在2013年4月进行，笔者下发了100份问卷，收回78份，有效回收率为78％。与此同时还与8个农民工进行了集体座谈，对3个政府官员和5个企业人员进行了个别访谈。此外，笔者还查阅参考了山东省、菏泽市和牡丹区的医疗保险条例和其他相关法规；中国统计年鉴、山东统计年鉴和菏泽市统计年鉴；牡丹区提供的各种资料；各专家学者对于农民工问题、社会保障问题和医疗保障问题的研究和外国可参考的经验。 全面推进社会主义新农村建设是我国社会全面发展的应有之义，也是缩小城乡差距的必然选择。农民工社会保障制度的建立与改
