Step 3: Measurement The following tools and forms will help you determine Time to Proficiency for your selected function. There are two key meetings for this step. First, there is a Measurement Planning Meeting where you will determine how you will define and measure Time to Proficiency. After the measurement has been done, you will be meeting a second time to discuss the results.
