The advantages of the large city should be exploited optimally: mostly the availability of goods, services and employment. To exploit these advantages, the key centers of the region and the city must be easily accessible, which again requires an effective road districts must be located such that they share major roads and public transport routes to the greatest possible extent. The plan focused on a combination of radical urban core redevelopment with secondary centers in places that are easily accessible for the region’s population. Good residential environments must be ensured: in addition to the high housing standard, extensive and easily accessible collective goods such as shops, public institutions, recreational areas and public transport are essential. The desire for urban functions close to the dwelling presupposes a concentration of building to provide a sufficient population base. The plan presupposes massive investment in infrastructure: motorways over the east part of the fjord, moving the harbor to eastern Aalborg, locating secondary centers both north and south of the fjord and urban development outside a green ring around the existing city. Planning work by the new Municipality of Aalborg further developed this sketch from 1968, and in 1973—just before the first oil crisis and the postmodern breakthrough – the municipal plan was approved. It was a very ambitious plan that outlined urban development into two ribbons: a north-south urban ribbon crossed by an east-west urban ribbon. A large new secondary center was to be located at the crossroads. To the east, in the east-west ribbon, a new university was planned together with several regional service functions. This urban structure was largely inspired by parallel ribbon-city models in the 1966 regional plan for Arhus, and the planning for the Roskilde Finger of Copenhagen’s urban hand.
