我国乡镇政府机构改革分析 学生：张妍，江汉大学法学院 指导老师：黄璐，江汉大学法学院 摘要 乡镇政府机构改革，是我国机构改革成功与否的重要指标之一。多年来，我国一直在对乡镇政府机构进行改革，并取得了一系列成效。然而，深入分析乡镇政府机构改革现状可以看出，改革创新力度不够大，行政法制不健全导致监管缺失，对待改革的思想认识存在误区和障碍。同时，还在部门之间的关系、人员分流安置中，出现了一些问题导致机构改革不能如愿进行。因此，本文就当前乡镇政府改革存在的问题和难点进行分析并提出应对的改革策略，提出转变特权思维，增强市场经济平等竞争观念，实现政府职能转变，明确其权利、规模、行为等正确定位，同时完善立法制度，保障乡镇机构改革长远发展，合理解决改革中人员分流等问题，从根本上提高行政效率，从而促使地方政府从“瘦身”到“健身”的完美转变。 关键字 乡镇政府；机构改革 ABSTRACT The reform of township government institutions is one of the important indicators of the success or failure of institutional reform in our country.
