CHEAA 市场监督---中国家电业的观点Market Surveillance – from a China industry point of view 中国家用电器协会 China Household Electrical Appliances Association (CHEAA) 2006年9月20日 September 20, 2006 Overview 欧盟是中国的主要贸易伙伴，是中国家用电器主要出口地区，2005年出口额为55亿美元，占中国家电出口总额的26%。 As a major trade partner of China, EU is also the biggest importer of Chinese appliances. In 2005, Chinese appliances exported to EU was valued as high as $5.5 billion, accounting for 26% of total Chinese appliance export value that year. Overview 中国出口到欧盟的家电产品绝大多数产品质量是好的，中国的大企业也是非常重视产品质量的，但由于中国有众多的出口小企业，所以不可避免会出现一些产品质量问题。 Generally to say, most of Chinese appliances exported to EU are good-quality ones. Meanwhile, big appliance manufacturers in China pay much attention to product quality. However, since there exist a large number of small-size export companies in China, some unsafe products are still found to be exported to EU market. Who bear responsibility for unsafe products 我们认为出现产品质量问题原因是多方面的，不应该仅仅追究制造商的责任，进口商和认证机构也应该负责任： In our point of view, not only manufacturers but also importers and certification bodies in EU shall bear responsibility for these unsafe products. 中国的企业大多数都是以OEM方式为欧盟进口商加工产品，根据进口商提供的标准和要求来生产； Most of Chinese appliance manufacturers are OEMs which supply products to their EU importers based on the standards and requirements put forward by these importers. Who bear responsibility for unsafe products 有些进口商，只选择价格低的产品，不选择质量好的产品，导致出口产品质量不能得到有效保障； Some importers prefer only low-priced products rather than good-quality ones and therefore to some extent the quality of exported products cannot be guaranteed. 中国出口欧盟的企业绝大多数都是通过欧盟的认证机构进行产品认证的，出了产品质量问题，认证机构也应该负相应的责任。 Most of Chinese appliances exported to EU have been certified by EU certification bodies. Therefore the certification bodies shall also bear responsibility for those unsafe products. Suggestions 我们希望加强中欧政府间的合作，共同防止有安全隐患的产品流入欧盟市场，对于出现质量问题的出口产品，应该同时追究制造商、进口商和认证机构的责任。 We would like to strengthen co-operation with the competent authorities in both Ch
