 PAGE \* MERGEFORMAT 25 新形势下我国公安领导力研究 摘 要 公安机关的领导体制是检察权有效行使的组织保障，指由上下级公安机关之间，以及公安机关与对于公安机关有官员任免、业务指挥及工作监督权限的其他国家机关之间形成的组织关系。在此应当指出的是，公安机关领导体制分为两个层面，一是公安机关外部领导体制，主要指公安机关与其它国家机关之间以及上下级公安机关之间的关系。本文从分析公安领导干部历程，并在此基础上，通过与国内外警察培训模式的学习比较对上海现有的公安领导干部培训模式进行剖析，寻找存在的瓶颈，探索改革创新的途径与方法。 关键词：公安机关；领导体制；创新途径 Abstract Abstract: leadership system of the public security organs organizational guarantee the effective exercise of prosecutorial power, defined by on lower-level public security organs, public security organs with respect to public security organs in the appointment and removal of officials, business command and supervision rights of other state organs formed between organizational relationships.
