泰安高新区招商引资调查的研究.doc

山东农业大学硕士专业学位论文 中文摘要 招商引资是一个热门话题，全国各级政府都非常重视招商引资、发展 区域经济，把招商引资作为加快区域经济发展的根本途径和重要手段。招 商引资对于促进区域产业结构优化升级、加快经济结构调整、弥补建设资 金不足、实现经济目标增长具有重要意义。目前，开发区的特殊政策正在 逐步弱化，开发区发展的竞争形势日益严峻，尤其各地之间招商引资竞争 更加激烈。因此，在开发区招商引资工作的系统研究中，找到招商引资工 作存在的内在规律，充分发挥招商引资工作在开发区经济发展中的龙头作 用具有重要意义。 泰安高新技术产业开发区（以下简称泰安高新区）于 1994 年正式组 建，1995 年由山东省人民政府批准为省级开发区，包括泰安东部建成区 和南部新区。高新区作为泰安市重要的经济增长点、高新技术产业发展的 高地、城市化建设进程的主力军，其发展速度直接影响到整个泰安市的发 展。要推动高新区的又好又快发展，需要大量的资金基础，但是由于高新 区新区开发建设起步较晚，经济规模还较小等原因，无法提供全部的建设 资金，因此要想进一步推动高新区建设，招商引资是必由之路。 本文通过理论与实证相结合的研究方法，从现实和理论角度，对泰安 高新技术产业开发区招商引资进行研究，并用 SWOT 分析法分析了高新区 招商引资外部环境和内部因素，在此基础上提出了完善泰安高新区的对策 和建议，以期对高新区招商引资工作起到一定的参考作用。 【关键词】 招商引资；泰安高新区；SWOT 分析；对策建议 I 泰安高新区招商引资调查研究 Abstract The economic development zone is a special area in a country which aims to attract the producing element for developing the economy, and the country can fulfill particular policy in it. With the stable development Chinas economy, the economic development zone is more and more important in the economy. Most of the areas have become the fast part in economic development, the frontier and window of opening policy and the base for new technology. The strategy of attracting investments for overseas is the main point of our economic development national economy and social development. With Chinas entry to WTO, people become more aware of the important role of social investment on economic the policy of attracting investments is also important in developing the area. It is a quick, rapid and the most convenient method of development on regional economy with small investment and also the rapid expansion of the total scale in regional economies. Currently, the special policy in the zone is gradually weakening while competition is increasing fast, particularly the investment among many areas. Therefore, it is meaningful to find the systematic research on investment policy in the zones and find the inherent laws and to keep the leading role in the economic development.
