摘 要
企业的竞争归根到底是人才的竞争。只有拥有适合企业发展需要的人才,企业才可能在激烈的市场竞争中立于不败之地。中小企业在推动国民经济持续快速发展、缓解就业压力、促进市场繁荣和社会稳定等方面都发挥着极其重要的作用。但由于我国发展社会主义市场经济时间不长,中小企业成长的历史比较短,加之缺乏员工培训方面的传统和相关法律,中小企业员工培训问题已成为制约其健康发展的一个重要障碍。
本文从员工培训的理论出发,在文献研究和实地调研的基础上,指出了中小企业员工培训存在的问题,从企业内外部两方面详尽分析了其原因,如法律支持和政府引导作用不强,缺少社会中介服务机构,经营者重视不够,缺乏有效激励机制,培训体系不够科学和规范等。针对上述问题,研究提出了中小企业员工培训工作的改进对策,它们是:必须重新系统定位员工培训在企业管理中的位置,构建和谐的员工培训环境,完善员工培训体系,同时还要用制度来防御培训的各种风险。期望本研究能对指导中小企业员工培训工作具有较好的理论和实践参考值。

ABSTRACT
The enterprise competition can be attributed to the H.R. competition finally. The high quality manpower required by enterprise can make the enterprise be at the good position in the furious market competition. The middle and small-size enterprise play a very important role in promoting sustainable and rapid development of national economy, easing employment pressure,boosting market prosperity and social stability. Employee training has already became a bottleneck of healthy development of the middle and small-size enterprise due to lacking of experience of developing market economy of socialism and middle and small-size enterprise, old employee training conception and poor lawful environmental.
This thesis explore the middle and small-size enterprise employee training related issues based on employee training theory and making on-site investigation of existing status of the middle and small-size enterprise training by myself. Pointed out the problems in SME staff training, both inside and outside the enterprise a detailed analysis of the causes, such as legal support and guide the role of government is not strong, the lack of social intermediary service organizations, operators due to inadequate attention, lack of effective incentives, training system not science and norms In order to resolve this issues, we must reposition systematically employee training in enterprise management, build up harmonious employee training environment, perfect employee training system, use system to resist all kinds of risks of
