通用航空的运行管理与发展 摘 要 通用航空是指使用航空器从事公共航空运输以外的民用航空活动，包括从事工业、农业、林业和建筑业的作业飞行，以及卫生、抢险救灾、气象探测、海洋监测、科学实验、教育训练、文化体育等方面的飞行活动（民航法第145条）。通用航空一般可理解为，除航空公司定期航空运输以外的民用航空飞行均属通用航空范畴。 通用航空是民用航空的重要组成部分。通用航空在国民经济发展和社会公益事业中具有独特的不可替代的作用。我国通用航空存在严重问题和不足，例如机制不顺，空域管制方面，政策导向、规划制定和决策上等等。 本文首先对通用航空进行了现状分析, 然后分别阐述了国外和国内通用航空的现状, 最后针对国外和国内通用航空的运行管理和发展进行探讨研究及发展对策。 关键词：通用航空,发展，运输，对策 The operation management and development of General Aviation Abstract Refers to the use of general aviation aircraft engaged in public air transport outside the civil aviation activities, including those engaged in industry, agriculture, forestry and construction of flight operations, as well as health, disaster relief, meteorological exploration, marine monitoring, scientific experiments, education and training, culture and sports flight activities, etc. (Article 145 of the Civil Aviation Act). Generally be interpreted as general aviation, in addition to airlines outside the regular civilian air transport aviation is an area of general aviation.  General aviation is an important part in Civil Aviation. General aviation in the national economy development and social welfare undertakings has a unique irreplaceable role. General aviation in our country there are serious problems and deficiencies, such as the mechanism is unfavorable, airspace control, policy guidance, planning and decision-making on and so on.  This article first carry out analysis of the status quo of general aviation, and then, respectively, analyzing on foreign and domestic general aviation status, the last ,for both external and internal operation of general aviation, discuss and study the management and development countermeasures of general aviation.
