碳关税对中国对外贸易的影响及中国的对策 Influence Of Carbon Tariffs On Developing Countries 内容摘要：碳关税是欧美等发达国家设计的由该国海关对某些特定国家或地区的高耗能进口产品征收的二氧化碳排放关税。以美法为首的发达国家提出的征收碳关税政策作为一种新的贸易保护形式，给以出口为主导的发展中国家带来了极大的影响欧美开征碳关税，极大地冲击我国企业对欧美市场的出口，使我国对外贸易和国内经济发展面临困境。高能耗、高排放、低能效的生产模式还将持续相当长的时间，其产品出口势必越来越频繁遭遇绿色壁垒，并由此引发更多的贸易摩擦。国作为一个处于工业化和城市化阶段的发展中大国，经济和贸易增长与资源、环境约束的矛盾日益突出，随着世界低碳经济趋势深入发展，传统的高碳经济和贸易发展模式面临严峻挑战。国应从战略的高度重视低碳经济发展，积极借鉴发达国家低碳经济发展经验，逐步建立发展低碳经济的政策框架。从对碳关税起源和本质的分析出发，探讨碳关税对中国出口贸易的影响，提出了应对碳关税征收的对策建议。Abstract: Carbon tariffs are Europe and the United States and other developed countries by the customs of the design for some specific countries or areas of the imported products to the collection of gas-guzzling tariffs on carbon dioxide emissions.
