Chinas historical experience and Western democratic practices show that civil self- governance organization which represents citizens’ self-governance is one of the main characters of village self- governance organizations. In transition period, the large number of empty nest village in Chinese society is bound to have a significant impact on village governance. Elderly association in Liujia Village is a corresponding for practical problems in transition village, accompanied by the deepening modern concepts of democracy and the expansion of the public sphere functions. By the study of its relevant experience can be considered as a thinking pioneer of social change, and civic autonomy theory with practice can be a predictable and rational guidance Chinas rural areas’ social development. The organizational management, business management, management of public goods and services, management assistance, and other villages in the autonomous work by elderly association in Liujia Village, detailed reflection the peasants and development process of a self-governance organization in contemporary Chinese rural society. The analysis of its organizations function is a caring for vulnerable groups’ livelihood in the rural areas, and it is also an exploration of real impact by civil society organizations’ village governance.
