The quantum approach is constructed on the gen- 7 erating trajectory tubes which allow taking into account influence of classical non- 1 integrability of the dynamical quantum system. When the volume of classical chaos 2 in phase space is larger than the quantum cell in the corresponding quantum system, v quantum chaos is generated. The probability of quantum transitions is constructed 8 2 for this case.
