摘 要 摘 要 新形势下，图书馆如何应对才能实现更好、更快地发展，这是图书馆界非常关注和 值得探讨的重大课题。本文适当地引进管理创新理论的研究思维，结合我国图书馆目前 的实际情况，对图书馆的全面质量管理体系构建问题进行探讨。文章分四个部分： 第一部分阐述选题的意义、研究现状及主要研究内容。确定论文的研究方法、研究 思路，明确论文的框架结构。第二部分剖析了当前图书馆所处宏观和微观环境及存在的 问题，论证图书馆全面质量管理体系创新的必要性，在借鉴国外具体模式经验的基础上， 指明我国图书馆全面质量管理理念创新的途径，为本文提供理论支撑。第三部分是本文 的重点，主要研究新形势下我国图书馆全面质量管理体系构建策略。文章探讨图书馆全 面质量管理体系构建的基本原则，即读者满意原则、读者评价结果原则、持续改进原则、 过程概念等原则，以及规范工作程序、明确馆员职责、建立详尽记录、实行规范考核的 构建的基本步骤；最后，从信息服务质量管理、信息资源质量管理和人力资源质量管理 三个方面论述图书馆全面质量管理体系构建的基本内容。第四部分是我国图书馆全面质 量管理体系的实施，总结我国图书馆全面质量管理体系实施的原则和具体措施。 本文对图书馆全面质量管理的内涵、特征、目的进行了分析、揭示。引入现代管理 科学的理论和方法，用来解决图书馆管理中的深层次问题。这将有助于深化图书馆管理 创新的理论研究，逐步建立和完善适应新形势下的图书馆全面质量管理体系构建的理论 框架，从而推动图书馆管理创新理论的深入研究。通过对图书馆管理创新问题的研究， 将有助于当前图书馆全面质量管理体系构建的管理创新实践。 关键词 图书馆管理 全面质量管理 管理创新 I Abstract Abstract Under the new situation, how to deal with libraries to better, faster and sustained development, which is very concerned about the libraries and the important issue worth exploring.
