Abstract: United Nations General Assembly adopted Declaration of the Indian Ocean as a Zone of Peace in
1971. But it failed to shape for nearly 4 years. The reasons are the limitations of the Declaration in 1971
and relat ed resolut ions of the U N General Assembly, contradictions and conflicts of Indian Ocean littoral
and hinterland count ries as well as interference and rivalry of the extraregional pow ers.
