The Penang Experience : Gender Responsive and Particpatory BudgetingIntroduction:Dear fellow panel members, fellow participants, ladies and gentlemen. A very good afternoon to all of you. First allow me to express my deep appreciation to the organisers, FES Shanghai, for having so kindly invited us from Penang, Malaysia to participate at this seminar. It is indeed an honour and a privilege for us to be here today and to be given this opportunity to share with all of you our experience of the gender budgeting journey which we have embarked in Penang, Malaysia.Together with me here today, is YB Madam Chong Eng, who is the Chairperson of Penang Women’s Development Corporation (PWDC) and also the State Minister of Penang for Youth and Sport, Women, Family and Community Development - and my colleague from the Penang Island Municipal Council - Mr Cheong Chee Hong, the Deputy Director of the Valuation and Property Management Department at MPPP.MalaysiaAllow me to begin by showing you a map of where Malaysia and more specifically where Penang is located.
