Abstract Liang Chichao was one of the greatest political movement leaders, scholars and thinkers of China’ modern history, who played important role in the area of law and political science. His thoughts were born from the time he lived in. He propagated the concept of rule of law and the construction of rule of law, and while researching on Chinese law culture, he introduced the western law and political science. Although he took “what I am today is not what I was yesterday” for granted, but rule of law was his all life’ pursuit. As a political movement leader, Liang Chichao did not only use newspaper to give publicity to rule of law and devoted himself to constitutional movements. When he knew more about rule of law and pulled the China’s constitution processes, he began to research on how to lunch rule of law in China. Based the reality of China, he pointed out that it is very necessary to lunch rule of law, and only by this way can we save China; and he agreed that lunching rule of law should be combined with civil rights, morality education and China law and western law. After pointed out the advantage and disadvantage of rule of man and what rule of law should notice, he united the thoughts both from China and the west, he raised his own proposition of rule of law and the aspects of rule of law: lunching rule of law should be based constitution, parliament, and the government obeying rule of law. In his thoughts, rule of law is a systemic construction which need all parts work together! Liang Chichao lived in the time when there was great changes took place. He obsessed rule of law, and hope to construct a good mechanism to make the country rich and strong. His spirit of pursuit for the people moved us very much.
