Since the beginning of this century, facing the huge new energy demand, the government is paying great attention and policy support to solar energy, which is one of the largest new energy resources. It is becoming a strategic development potential new industry. Ningbo, basing on export trading and heavy industry in the east coast, is facing tremendous pressure to transform and upgrade. Simultaneously, Ningbo is a major market of energy consumption, the dependence degree of it on external energy supplies is higher than 99%. Energy shortage and environmental problems are becoming seriour challenges to economic and social development. Therefore，According to the needs of citys economic development and realities of industrial base. Actively promote the development of Ningbo City with the solar energy industry, has important strategic significance. Through in-depth research and application of SWOT analysis theory, during the in-depth study on Ningbo city’s PV industry development opportunities, industrial basement and advantages, learn from the successful experience of the solar energy industry development both at home and abroad. This paper proposed the solar energy industry development strategies and counter measures: the Government to promote, market pull and technology-driven. It provides relevant departments of Ningbo’s solar PV industry planning and policy development references.
