Abstract Abstract As the important way to push forward a resource-efficient and environment-friendly city, developing a circular economy will become an important content of the developments of economy and society in our country during the eleventh five-year period. By the research into the strategic scheme of developing circular economy in JiaDing, Shanghai, which is under the principles of starting with the definition of the circular economy, relying on the current characters of our country, and sticking tight to the current circumstances of the social and economic developments of JiaDing, the emphasis of this essay is laid on how the government pushes forward the circular economy with the institutional designing and projects exampling to make the space for the marketization operation. Beginning with the general concept of circular economy, this essay emphasized to introduce a series of measures in developing circular economy in well-developed countries, such as Germany, Japanese etc. At the same time it also concluded the basic experience of developing circular economic in the western, which are based on legislation and focus on encouraging market, together with society, to participate in circular economy construction. This essay also emphasized to introduce a series of domestic standpoints of circular economic development. And it analyzed the circular economy practice in domestic country under the present condition of the economic and social structure and the administration system in China, in Shanghai City and every district.
