摘 要 我国的社会福利社会化改革的理念和国外的福利多元主义理念不谋而合， 二者的改革分别经历了不同的改革历程。社会福利社会化是以社会共同责任为 理念基础,通过社会福利主体的多元化、筹资渠道的社会化和服务队伍的社会化， 实现福利对象的公众化。我国在多年的“社会福利社会化”改革实践后，企业 办社会的包袱基本被取消了，但政府支撑福利服务的状况基本没有改变，社会 福利社会化改革的困难一直存在。目前社会上社会福利社会化存在着多方面的 认识误区,即将“社会福利社会化”或等同于政府“甩包袱”，或等同于“社会福 利市场化”，或等同于“福利责任的转移”。因此，本文通过整理福利多元主义 的理论背景，梳理国外社会福利社会化的政策发展实践，回顾我国社会福利社 会化的历程阶段，并且分项目评述我国福利社会化的实践效果，揭示我国社会 福利社会化的发展误区，提供社会福利社会化建议。 关键词：社会福利社会化；福利多元主义 1 Abstract The concept of social welfare socialization reform in China happen to coincide with the concept of welfare pluralism abroad.
