摘 要 随着《建设工程工程量清单计价规范》的颁布实施，一种全新的工程造价计价模式应运而生。新的计价模式给业主的工程造价控制思想及方法提出了新的要求。所以，针对工程量清单计价的优点，建立并形成一套切实可行的造价控制思想势在必行。 本文从全过程造价控制的角度出发，对在新的计价模式下造价控制方法进行了研究，旨在为业主有效地控制造价提供参考。论文首先对工程量清单计价模式和造价控制的基础理论进行了阐述，为提出造价控制方法奠定了理论基础。然后按照全过程造价控制的基本原则，从招投标阶段到工程竣工完成，对业主在这期间的各阶段如何搞好工程量清单计价模式下的造价控制提出新的观点和方法。在招投标阶段和签订施工合同阶段，主要从编制招标文件和标底以及审查工程量清单、采用合理评标办法及合同形式和约束条款等方面进行分析；同时，在工程实施阶段和竣工阶段，运用过程控制原理控制各清单子目的完成情况，并对现场签证，清单及索赔管理进行了论述。最后，鉴于当前工程量清单存在的问题，理顺了项目管理企业进行造价控制的思想。?本论文主要是在借鉴前人研究成果的基础上，对造价控制的方法和体系进行了创新，提出了符合工程量清单计价模式的造价控制新观点和方法。 关键词： 工程量清单计价，工程造价控制，对策 ABSTRACT With the construction of code of valuation promulgated and implemented, a kind of brand-new engineering cost pricing model comes into being.
